July 24, 2017 Town Board Meeting
This meeting was called for discussion of the damaged roads and the options available to pay repair costs.
Supervisor Kozub has been in contact with County, State and federal agencies to report the damages and seek financial assistance for repair work.
Miller Engineering presented an assessment of the damaged roads and the recommended repairs. Each is identified with a project number and in priority order.
#1: Moon Hill Rd at Sawmill Rd - culvert failure, precast concrete blocks washed downstream
#2: Moon Hill Rd, the upper crossculvert - possible undersized culvert
#3: Bacon Hill Rd, lower - culvert failure, debris slides, road surface washed out
#4: Bacon Hill Rd, upper - culvert failure, undermined road, bank erosion, debris slides, road surface washed out water tracking under and around culvert
#5: Spafford Landing Rd #1, south culvert - culvert failure undermined road, bank erosion, debris slides, camp destroyed, road washed out, rock and shale slides, debris in stream channel
#6: Spafford Landing Rd #2 - stream and culvert failure, road undermined, bank erosion, debris slides
#7: Spafford Landing Rd #3, north bridge - bridge failure, stream channel erosion, debris slides, road washed out
#8: all Town roads - debris in road ditches, clogged culverts
The Town Board approved the transfer of moneys within the General Fund and authorized Miller Engineers to begin engineering design work on the above projects, subject to contract approval by the Town Attorney.
The Town Attorney is authorized to open communication with bond counsel for information on interest rates.
July 13, 2017 Town Board Meeting
Storm damage on Town roads: Spafford Landing Road, Bacon Hill Road, and Moon Hill Road, are most affected. West Valley Road also has serious damage. Supervisor Kozub has been in contact with County, State and Federal agencies seeking assistance. A State of Emergency for the Town of Spafford was declared by Supervisor Kozub on July 1st. The declaration was followed by an Emergency Action Order which allowed the Highway Department to use any means necessary to mitigate damage to Town roads and property. The State of Emergency was rescinded on July 3rd. The EAO remains in effect for 30 days from date of issuance. An Emergency Permit was obtained from the NYS DEC for work along Spafford Landing Road.
