FURTHER NOTICE is hereby given that the Town of Spafford Planning Board will hold a Public Hearing on November 21, 2017 at 7:00 p.m. at the Spafford Town Hall, 1984 Route 174, Skaneateles, NY 13152 to hear the following:

NOTICE OF BOND RESOLUTION
The Bond Resolution, a summary of which is published herewith, was adopted on October 12, 2017. The validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Town of Spafford, Onondaga County, New York is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the constitution.
SUMMARY OF BOND RESOLUTION
A Resolution adopted by the Town Board of the Town of Spafford, Onondaga County, New York (the “Town”) on October 12, 2017 authorizes a project (the “Project”) consisting of the reconstruction of sanitary surface drainage culverts and highways located in the Town that were damaged by a storm on July 1, 2017, including all impaired tunnels, viaducts, underpasses, highways, roads, streets, parkways, parking areas, sidewalks, curbs, gutters, drainage, and related landscaping, including incidental site work, improvements and expenses in connection therewith, at a maximum estimated cost of $3,500,000, and the plan for the financing of the aforesaid specific object or purpose is the issuance of up to of $3,500,000 or such lesser amount as may be necessary, of serial bonds or any bond anticipation notes in anticipation of the issuance and sale of the bonds of said Town, hereby authorized to be issued pursuant to the Local Finance Law and the levy of a tax to pay interest on said obligations, and by the application of state and/or federal assistance available or to any revenues available for such purpose from any other source. The obligations authorized by the bond resolution are apportioned as follows: Sanitary surface drainage culverts, maximum estimated cost of $2,100,000 (subdivision 4 - period of probable usefulness of 40 years); Highways, maximum estimated cost of $945,946 (subdivision 20(a) - period of probable usefulness of 5 years); Highways, maximum estimated cost of $454,054 (subdivision 20(e) - period of probable usefulness of 15 years). Such bond resolution shall be kept available for public inspection in the Town Clerk’s Office during regular business hours for twenty days following this publication.

The engineers have completed the drawings and contract documents for the Culvert and Drainage Repair Project.
There was discussion of options available to secure emergency services response and winter maintenance in the Otisco Valley section of the Town. Information related to the various options will be gathered and discussed at the November 16 meeting.
The Public Hearing for proposed Local Law 2-2017 ("tax cap override") was held. The mandated tax cap allows only a $24,000 increase over the 2017 budget. This is insufficient to cover increases in the union contract and insurance coverage. Additionally, the water district budget is factored into the tax cap equation for the entire town even though it is not town-wide.
Local Law 2-2017 "A Local Law Overriding the Tax Levy Limit Established in General Municipal Law Section 3-C in the Town of Spafford" was adopted.
A speed study request for Church Road will be sent to NYS DOT.
A contract between the Town of Spafford and the owners of 412 Spafford Landing Road for a temporary mutual easement to allow repair work related to damage from the July 1 storm.
The Public Hearing for the 2018 Town of Spafford Preliminary Budget was held.
The preliminary 2018 budget includes:
>purchase of highway equipment (with the goal of establishing a schedule for purchases to keep the equipment current and minimize repair costs);
>funds to build a salt storage shed (there is grant money on hand to cover a portion of the cost; it is not mandated that the Town construct a salt shed, but it is strongly encouraged because the Town is bordered by two sources of drinking water and there is a wetland behind the Town property);
>some salary raises;
>structural repairs to the Highway garage, including the roof;
>cuts to the Town Hall capital improvement fund;
>decrease in Transfer Station costs due to the new contract.
